New layout not assuming default units

I created a template file that i use for my projects. all units are defined as Meters and decimal, and all layouts previously created are in meters. Now when I create a new layout it assumes the default units as inches, and it needs to be meters, as this file serves as default whenever i need to publish my projects (and not meters as all other layouts).

Tried "-dwgunits", "aecdwgsetup" and "aecdwgunitssetup" and all show decimal units. Also tried create a new layout from template and it creates a layout in "inches".

Try setting both the "MEASUREMENT" and the "MEASUREINIT" system variables to a value of 1.
