Now I noticed that for FS there is an option FSMODE:
<LI-CODE lang="markup">Command:
Command: FS
Use 'FSMODE to control chain selection.
FSMODE = OFF</LI-CODE>
If you specify "On", all line prolongation and all intersecting objects are highlighted.

Hasan,
Thanks for posting your drawing and screen shot.
All the blocks are on the same layer, so I don't see a way to select only the blocks on Polylines. Maybe someone here will come up with something useful.
Dave

Alexander,
Wow, Fast Select really seems to work! Thank you. I learned something new this morning.

use map FDO abilities

qselect the block and mapexport to a point .sdf with block attributes to data

Qselect the lines and mapexport to a polyline .sdf line attributes to data

put the line.sdf in a map and create buffer a very tiny amount such as .01 to new .sdf

put the buffer and points into a map and mapgisoverlay intersection of points and the buffer polygons

the result is a complete data set of all the lines with the points in the buffer which being minimal is essentially 100% correct.

you can then theme that data set such as the .layer file

and Alexander, FS is very handy. thanks
