As you can see, he uses the spesific path to use this window and settings of rubbersheet. My problem is that I cant do that cause I can't find a way to open this window at map3d 2022. I'm sorry if this is easy to find I am just new and trying to learn this.

See right before 48:15 - Your teacher goes into the menu in "Raster".
It is not in the Map 3D menu. He appears in the menu, probably after installing another AutoCAD application, Raster Design.
At 48:15 you can see that the Raster Design features are being loaded.
So you need to have it installed on your computer.
Consequently, it's not the Rubbersheet from Map 3D. This is a different Rubbersheet, from Raster Design.

The Rubber Sheet you refer to is from Raster Design, an add-on to the program. If you have it installed, it would look like this:

If you don't have Raster Design installed, then you use the ALIGN command as an alternative. Enter ALIGN on command line to begin the command. If you prefer the ribbon, go to Planning & Analysis Workspace>>Home Tab>>Modify Panel>>Align Icon. BTW, the Align command not only on rasters but it works on drawing entities too.

Although the rubber sheet allows you to input more 'match points' as compared to the ALIGN command the Align command is still a viable alternative. When using Align, choose any two match points. For example use top left and bottom right of your inserted raster and match them to their proper locations in your drawing. After you've selected the match points, go to command line and choose ENTER to continue and YES to scale.
