Turn off any running osnaps, manually type the snap you want only when you want it, and see if the problem goes away.

I am having a difficult time getting the line tool to properly function all of a sudden. It was working perfectly fine; I did not change any settings; all current settings are the same as the settings on my other computer...but when I opened it last the line tool was being all weird. When I draw a base line and then hover over a snap point to determine where I want my origin point of my next line to be I typically hover left or right, type in the distance I want the new line to start from the snap point, hit enter and then the new line starts at that point. NOW whenever I try and do this, the new line starts way off from where it should be starting...Like I said, I have not changed any settings. Has anyone had this issue? I hope the photos help.
