Paper space text and dimensions appear in model space

Text and dimensions inserted in the layout viewport appear in the model space. When I start a new drawing this doesn't happen only in a drawing I have previously completed. Please advise which setting I need to change so that text and dimensions in paper space do not appear in the model space.

When you are in the layout make sure you don't have a viewport active, you can see if a viewport is active from the icon at the bottom of your screen it should say paper if you are in paper space.

If it shows as model then you either need to double-click somewhere on the screen outside of all viewports in the paper area or use the command "pspace" to get back to paper space.
