>>>... when I change the "Annotative scale... then all the text and dimensions on the floor plan also change....<<<
That's how it is supposed to work, in all AutoCAD/LT versions, if your descriptions are accurate. Do you have a DWG file that is not this one that does what you want? Then open it side-by-side and investigate the differences first hand.

>>>...I have the floor plan...<<<
post that DWG file here please, and a DWG file that behaves as you wish it to do, let us see your work for ourselves, we could probably spot the issue more quickly that way.

Typically I create a project in one file. Floor plans, elevations, sections, details are all in one file with various annotative text and dimensions at appropriate scales for the view.

Dims and text are in model space.

Recently I have the floor plan set up with the Annotative text and dimensions at 1/4"=1'-0" scale.

However when I change the "Annotative scale of the current view" to say 1"=1'-0" for a wall section I'm creating, then all the text and dimensions on the floor plan also change to the new annotative scale. They should stay at 1/4"=1'-0", but they don't.

Have I changed a setting somewhere?

I hope this is clear.

Win 10

LT 2022

Sounds like you have the "Add annotation scales to objects" icon activated (blue). See the ringed icon in the image below

The one to the left is "Show all annotation objects regardless of scale".

The one I've ringed adds annotation scales to annotative objects when the scale has changed.

eg if the scale is 1:10 and then you change the scale to 1:20, both will appear when you choose add/delete scales from the right click menu. See the image below

EDIT: I forgot to mention if an annotation object has multiple scales, and the viewport scale you choose is one of them the scale of the object will automatically change to the new viewport scale

Please see the attached files...

On the bad one when I change the Annotative Scale For The Current View all the Annotative items change to the new scale. I can't create a drawing with a different scale in this drawing without affecting the existing dimensions...Not good.

The Good Behaviour Plan seems to let me create new drawings and Dimension the items with a different annotative scale with out affecting the plan dimensions scales.

As I said you have multiple annotation scales on those objects. See the two images below.

The first shows you visually that you have more than one scale on the object by showing you two "scale ruler" icons.

The second shows you in the actual dialog box the scales.

In your BAD file, the STYLE being used that are not scaling is XHAND, which is not annotative.
In your GOOD file, all STYLEs in use are annotative using the 9_128 xHAND-1H style.

Fix it.

Somehow I'm not able to explain whats happening. The xHand style isn't giving me trouble. It's the 9_128xHand-1H that keeps accepting new scales...

I think I'll just go back to creating a text/dim style for every scale I'm using. This annotative stuff isn't working any longer for me.

Thanks for the assistance.

Sincerely

>>>... The xHand style isn't giving me trouble...<<<
Then all the block's styles in use need to be that STYLE, not that other one. What's the challenge? That's the difference between your two DWG files.

>>>...Somehow I'm not able to explain whats happening...<<<
Post screenshots with text/markups/arrows on them please.

>>>... It's the 9_128xHand-1H that keeps accepting new scales...<<<
That's how annotative works, unless you want to add your text and dimensions above the viewports all the time, rarely a good idea.

>>>...This annotative stuff isn't working any longer for me....<<<
I suspect you think it works differently than it does, that's all. It works just fine for all of us. You may have totally misunderstood the concept, or your explanations of the issues remains illusive to the rest of us.
