layout tabs won't open

I can't open some of my layout tabs. When I hover over them, they do not highlite and I cannot open them. When I right-click, nothing happens either, so I can't delete them, revise them...nothing. When I copy one of the layouts that does work, that new tab inevitably ends up being frozen as well. Anyone ever had this happen before?

Does this happen in all drawings?

1) What is your AutoCAD/LT version as listed in ABOUT command?
2) What is your OS?
3) Does this happen in ALL files, or just this one?

You uploaded just the main file, so we can't know if the Xref is relevant.

Please test it in my file again, I detached the XRef because the file/Layouts working well

on my 2020.1.5 (but I had to test your file withoud your Xref, because you didn't shared the file)

What is your Productversion? Command: ABOUT

Abandon it: WBLOCK command to extract whatever you wish to salvage from MODEL space, INSERT that new file's content into one of your working templates, and continue with a more productive day.

It's never worth dissecting a problem unless you do this over and over again all day long in all of your files (that so far none of us appear to be able to replicate).
