Making Punch tool for a known desired shape

I want to make a tool punch for a particular shape. I have a drawing of that shape but how to make a appropriate tool punch that can be inserted into the object resulting into making that desired shape.

I have attached a photo for a sample. I want to make these types of shapes
in a sheet metal.
So, want to know how we can make a tool punch that can make a exact
required shape.

Making a shape for punching from what? milling from stock to make a tool or casting a tool?

Autocad doesn't sound like the right program you're describing.
