Create filling objects on unknown axis/angle? On a Curved Surface

So I am filling in a hole in a 3D Solid with a cylinder. I can snap the oversized cylinder to one side of the hole, and then the other, But the cylinder is locked to the x and y axis and so comes up at a weird angle. The object itself is at an unknown taper so I have difficulty changing the UCS to match the exact axis that this surface is situated. This all leaves me with an unwanted raise on one side of the hole, and an unwanted dip on the other [See Screenshot below].

Thus far I have added a plane along a flat surface to achieve this with no problems related to axis angle. This surface however is not flat and is slightly curved, so the plane tool has no flat surface to snap onto.

What is the best way to achieve filling these holes and match the curve that would have been in place prior to the holes being created?

Method 1.

xedges for the cylinder.

Delete the cylinder and the hole edges.

Loft the end edges.

Method 2.

Set the ucs so that it's plane aligns with the cylinder.

Slice the cylinder, keeping both sides.

Presspull the face of the side without the hole so it completely overlaps the hole.

Union the 2 parts.

Can you take a look at the attached dwg. Is this what your trying to do? I've attached a 2018 format dwg for reference.
