If you look at the annotation scale and choose it you can select custom and create a new scale.

I think >this< will do what you want. You can also remove unwanted scales.

I presume you are referring to the grip that is new to viewports in paperspace layouts.

That list is identical to the list located in the status bar. To edit this list, the viewport needs to be unlocked. Then click the scale shown to display the scale list flyout. Scroll to the bottom of the list and you will see the 'Custom...' option. Clicking this will display a dialog box where you can add/delete/sort the list.

If you want to ADD a new 'scale' to that list, you need to click ADD in the scale list dialog box. When adding a new scale, keep in mind that the name of the scale is just text and should be intuitive with the paper to model values you use. For instance, if I want to show my viewport with a scale that would show 1" on paper equal to 20' of drawing; I would use 1"=20' for the name and values of 1 for paper and 20 for model. If you need architectural, I might name the scale 1/8" = 1' and use values of 0.125 for paper and 12 for drawing. The link below is a short screencast demonstrating the process.

As an aside, if you tend to type most of your commands, you can type SCALELISTEDIT to get directly to the dialog in the video!
