What I ended up doing was similar to what tsorzuk said. The file in question was a border. So I xrefed the border into the actual drawing, then brought all of the attributes into a new file saved them as their own file and inserted that file as a block into the drawing. It worked like a charm.

I have a file that has a bunch of text attributes. They are displaying the tag name instead of the tag value. See the picture below. It displays the Tag value when it should be displaying the prompt. Have you had this issue?

You need to insert the drawing file as a block into a new drawing (paperspace or model space, it doesn't matter). Then it will display the default value.

When you go to edit it, it will give you the prompt at that point.
