When you press "Alt+N", only indicators number or spell appear in the menu.

which version of AutoCAD (screenshot of command _ABOUT)

which control is currently active when you press <ALT><N>? ... Try this: click on layer 0 inside the layer manager and then press <ALT><N> ... does it then create a new layer?

Yes you've to click in some layer before.

Thank you for the reply.

The version I use is "Autocad 2021". As I check now, "Alt+N" works in the English version,

but it doesn't work in the Korean version.

I think it's probably a program error in that version.

Well, please make sure that you have clicked onto layer 0 and the mouse then did not leave this space when using <ALT><N>.

If it's a question of lanuage, how is "new" in other software packages with Korean language used/translated or shortcuts used? Sorry to not be able to help with this.

Why to both with some short cut?

Just pick a layer, edit the name to new one and press a , (comma) instead of <enter>
