Not such core feature.
REGENALL fixes it for most users: give that a shot, if sending everything else BACK is not an option.

You can try DOBT (DrawOrder By objectType; freeware) or the LAYERORDER command in AutoCAD Architecture. See:

I have equipment tag block with wipeout that has to be always on top. Any leaders I draw to the equipment from this tag block has to start at the center of the block. I use draworder command to put this block on top of the leader and regenall after. I have to use the same layer for both block and leader means I can't send all objects on this layer under or on top.

I've tried dobt but so far I understand that I have to modify this lisp to fit my need, correct?

You can add a line:

INSERT yourtagblockname

to the definition table below the ^^^^^ line - this will put all your tag blocks always to the top.

Sadly today in May of the year 2021, your choices are to do it as explained above or explore customizing with LISP or other programming languages to help automate the process a bit more.

If the LISP doesn't end up working out, you could try putting your tags and each equipment drawing inside a block together. I've found AutoCAD only reliably maintains hatch and block draw order inside blocks.

LAYERORDER - command, TEXTTOFRONT - Command and HATCHTOBACK - commands could be used.

I suspect they are aware of those commands. The issue is a persistent bug in AutoCAD where the set layer order of elements is lost, at least visually if not actually. The only workaround I know of is still to put whatever elements needing to maintain a specific layer order all inside a single block.
