We used to Scan the Engineers Stamp with his signature with out a date.

Copy the JPG into the Drawing Border onto its own layer ( example: STAMP-OFF-TOM ) and lock it down so it never moves and then turn it off. IF you need a Date next to it or on it put one on the same layer. Hand Text if preferred.

When the set is ready to go to permit, open the Drawing Border and in the layer command rename the layer to STAMP-ON-TOM and turn it on. By renaming and turning it on it will force all drawings to turn the stamp on for they have not seen that layer name before. When all is done reverse the process and rename the layer back to STAMP-OFF-TOM and turn it off. (We put the Engineers name due to having many that could stamp and know what one to turn on or off)

This is accepted in all 50 states and DC and very easy to control.
