polar tracking only working over 2"

while using polar tracking it only kicks in when I go over 2". Also if I try to draw a line that in under 2" long I only get one end point and then cannot lengthen that line by dragging the end point as it just moves the whole line.

Does Polar tracking require a minimum distance? and if so could I change that?

There is no limitation here if I understood your post correctly.
1) Do you just need to zoom in so the 2" is the majority of your screen size instead of a smaller size?
2) Or do you have SNAP turned on and set at 2"?
3) do you have a running osnap on that is perhaps taking over too?

No matter how far I zoom in the polar tracking doesnt kick in until the line reaches at least 2 inches long, (then the green dotted line appears)

snap is not on and I do not believe I have it set to anything even if it was on.

it appears to be something in that file, as I created a new one to record for you there was no issue. I will transfer my drawing over to a new file and that should fix it.

Snap is not the same thing as Object Snap. See @pendean 's question 3 in Message 2.
