That doesn't appear to solve it, the arrowhead remains small. Also, the first issue is the bigger problem if you have any idea for that.

Trouble Creating a Leader

I want to create a leader (or multileader) however two issues are coming up. The first is that for some reason, a shoulder isn't forming so it's just a straight line whereas in the past when I've created a leader, the shoulder was generated automatically. Second, the scale of the drawing I'm on is a lot larger than the leader is created as, so I manually have to go in and change the size of the arrowhead and text to and would like this to happen automatically. Any help would be appreciated. Thank you!

Change the annotation scale in model space. And/or change the DIMSCALE to a larger number.

See if that makes a difference.

There are many settings to check. Can you attach the file here?

You can increase the landing distance. (I think that's what you mean for shoulder). Not typically done this way.

All the leaders and such should be setup so they look the same at any scale. You should only change the drawing scales (or Dimscale).

Example: arrowhead 0.12, Text 0.12, landing distance 0.25, etc - all set to plot/view the same at any scale (as long as the scale is set correctly).
