disappearing xref when moved

created a DWG file(call it file 1) from an IFC file no problems.

Xref file 1 into by working file, OK.

Move xrefed file 1 in my file, if you select random spot on screen (no
snapping) and move horizontally or vertically OK, If you use snaps, 
or move diagonally the xref file 1 disappears and I have to undo the move command to get it back.

I have tried to xref file 1 into a clean file with nothing in it (no layers or templates)
 and it behaves the same.
Has any one else experienced this behavior and find a solution.

Roebourne TAFE is the working file, where I am experiencing the move action problem.

file 1 is "AES201067 IFC MODEL_04-02-2022.dwg", all the AES201067 file were created from the original IFC file, I have only purged and audited them prior to xrefing into my file.

I think it snaps somewhere far, far away.
Can you try using ctrl+right click and snap it to the exact object?
