AutoCAD 2023: Crash when editing or creating eTransmit transmittal

ACAD 2023 crashes when I try to edit the out-of-the-box "Standard" eTransmit transmittal. It also crashes when I attempt the create a new transmittal.

Note the word "static" which is displayed in the dialog.

The crash occurs in 2022 also.

Something must be wrong with the sheet-set.dst

can someone confirm if there is an issue with etransmit. is there a solution?
