When I "place on sheet" or drag-and-drop my views created in model space to the sheet, using the SSM, they zoom-extents within the viewport. It's really annoying and I've never run into this problem before. What's going on here??? How do I correct this???

UCSFOLLOW variable is explained in HELP, that would appear to be your issue from your post.

Thanks Pendean. That's what I thought too, but my UCSFOLLOW is set to 0 in both my model space and my sheet files. And the viewports are still zooming out and not locked when placed on sheets.

It's happening on all machines.

I am unable to replicate your issue in my drawings: can you show us in a video the many ways of creating viewports and how each method still does the zoom-extents in your layout? This free recorder is best as it also tracks your keyboard entries https://knowledge.autodesk.com/community/screencast

Thanks for the video.
Is UCSFOLLOW turned on in your source DWG file too? Not seeing anything like that here in my own files, UCSFOLLOW is turned off everywhere too.

Should UCSFOLLOW be on or off? (Thinking it's not UCSFOLLOW that is the problem though). I've never seen this problem in 25 years.
