is there a way to plot a drawings sheet without opening the drawing?

.DWG files have to be interpreted by AutoCAD or a compatible viewer or 3rd tool/API before they can be sent to a printer or plotter. You may not have to open them in AutoCAD, but it's a pretty good bet you'll have to open them in *something* in order to plot them.

So... unless you've never used PUBLISH command in AutoCAD, can you elaborate on what exactly challenge or automation you are trying to perform please?
