PLOT command in AutoCAD is a single-sheet output.

There is no "print" in AutoCAD.

PUBLISH command is used for many sheets.

If you wish to PUBLISH (not single-sheet PLOT) the entire SSM list, you need to have this topmost entry selected/highlighted first (not your single page as you show in your screenshot):

I am working on a set with enough external references that it made sense to split it into a number of separate drawings and combine them into a sheet set. I am trying to print a list of sheets into one combined PDF and yet when plotting from the Sheet Set Manager, the output is only a one sheet pdf. Is there something in the attached screenshot that might give away the problem. Is there a way of better organizing this set for multi-page pdf prints?

There is a setting to control whether single sheet or multiple sheets pdf file is produced.

You can right click any drawing in the sheet set to bring up a shortcut menu. Select 'Sheet Set Publish PDF Options ... ' in the shortcut menu.

Then from the new setting dialogue box select 'Multi-sheet file' and press OK.

Then you can press Ctrl and left click to select multiple sheets one by one, right click one of them again and select 'Publish to PDF' from the shortcut menu.
