Layout Multileader and Xref Issue

I have a drawing with an Xref' d drawing of a PDF plan in it. Layout view I have multi leaders on top of the viewport. The Multileaders are laid out below the model drawing. I have tried making them have a background mask and making the text in front and the viewport in the back. I can not find a way to show the text on top of the drawing.

That seems to work fine here, but then again, I'm not using C3D, just plain autoCAD2023 (the topic of this forum)

Pagesetup option "Layout last" ?

Hardware Acceleration turned ON?

Same issue with another Layout? Another DWG? Another PDF as Xref?

I DID NOT HAVE THE "PLOT PAPERSPACE LAST" BOX CHECKED IN THE PAGE SETUP. DOING SO FIXED THE ISSUE
