Block Attribute Insert Issue

I have a simple block attribute that recently has stopped working. It is set to insert at 0,0 on the layout tab on my border sheet. It will only show if I select "explode" in the Insert dialog box which of course removes the editable function. I can, however, copy the block from a last know drawing where it inserted properly and paste into a new drawing and it works just fine.
ATTDIA is set to 1.
ATTDISP is set to normal.

ANNOALLVISIBLE is set to 1.
ATTSYNC can't be used because the block is not inserting.
All appropriate layers are on, (root block is on layer 0).

The dwg is attached if you want to give it a shot.
Any suggestions?

Hi, can you tell us what version of AutoCAD you are currently working in?

You may need to enter a Value ( for 3 attribute text) in the dialog before inserting it.

You have to set ATTREQ on(1)

what is the default value.

Thank you for your time to help me out. ATTREQ setting was the issue. But I am going to make a note of your suggestion as well for future use.

Im using Architecture 2023. A solution has been provided, and I am back up and running. Thank you sir
