Yourt situation is totally normal

You actually only have one bloc of ''BASE- HANDSHAKE WITH OTHERS'' and that's why the countpannel is at one. The other 37 are object in the paper space. And they are line for line identical to the original bloc.

As they were exploded, they are not bloc anymore but just line and shapes (objects in paper space). So those don't count to the bloc COUNT commande anymore.

To solve that, replace each exploded bloc by the actual bloc. To do so, clic on the exploded block error message. This will ajuste the view to that error in the paper space. Selecte the objects, delete, and replace with a new ''BASE - HANDSHAKE WITH OTHERS'' bloc. Redo the same steps for each exploded block error message

All of the blocks are done in model space and all the symbols are blocks. Even if I remake the symbol and it matches the exact same size of a existing symbol I get this error.
That is what I'm not understanding why this is happening.

[cid:be434f3d-a807-4c85-b0b3-bca6c0c5d00b]
[cid:70cc0fbc-19e6-4d2b-b30c-5dd207e7e2bc]

You have this original bloc (the on overlayed in green by the COUNT command). That's a bloc
Those other overlayed in red ARE NOT BLOCS anymore. At least that what I can tell from these screenshots.

Do you remember how you inserted those reds one in your drawing ? If you did trought the BLOCSKPALLETTE commande , make sure that in the option tab at the botom of the block's pallette window, the ''Exploded'' option is unchecked.

Otherwise for further help, I'll need a .dwg file with the concerned bloc and exploded blocs.

[If some are not Blocks but have been Exploded, whether in the process of Inserting or afterwards, there's a routine out there somewhere called "Blockify" that may be able to identify the pieces as duplicating a Block, and turn them back into one.]
