Keeping an object in the background

I have a Tiff file and it is constantly trying to jump from the background to the foreground… I have tried putting it on layer and locking the layer in 2012 but this is no longer working in 2013.... any ideas?

Is this a simpler REGEN or REGENALL fix? sometimes the display appears to move objects when they really are not.

Otherwise bringing everything else forward tends to fix it.

SORTENTS = 127 (Please)

Bringing everything else forward seemed to do the trick. My SORTENTS variable was set to 127.
