I was able to figure it out with some changes to the selection preview and legacyctrlpick, but I changed so many things and nothing took hold until I rebooted so I am not entirely sure what actualy solved it. the problem wasn't that I couldn't cycle, it was that the default picked the original and background line over anything that was drawn on top of it. for instance if I had a line and drew a line from its center to one end and then tried to select it, it would default to selecting the longer original line regardless of layer or style. Again, I am not sure what exactly the solution was, but it is fixed and I thank everyone for their input.

When I have two overlapping lines, the selection is defaulted to picking the background line and not the top line. I cannot seem to find any setting or comnmand that changes this to selecting the forground line as I am used to.

LEGACYCTRLPICK,

Set to 1 and then hold down the CTRL key when picking with left mouse button and it would cycle, It used to be that way.

You need to manage objects for DrawOrder. Last in wins or in this case will always be on top. Even if the display fails to display this correctly.

The other option is to toggle Selection Cycling on by clicking the button on the status bar. I am not sure if there is a keyboard shortcut for the cycling.

In addition to the excellent advice so far, if you have Express Tools installed and your draworder preferences happen to match object colors, you can use CDORDER command.
