Neither of the parts of those "half-moons" [they're really "crescent" moons*] are concentric with the middle Circle, so Offset is not going to do it for you, at least not without some other shenanigans.

If the inside and outside edges of the crescent moon shapes are of the same radius [it's hard to tell just visually whether they should be], I would draw a 30-radius Circle, Copy it 15 units to the left or right, and Trim away the unwanted part of each using the other as the Trim boundary. [The 35 dimension may not come out exactly that -- if you need that rather than equal radii, it's more complicated, but doable. Draw a temporary Line from top to bottom quadrant points, Move it over 5 units and use it as a boundary to Trim the Circle, then Move it 20 units and draw the inner Arc as a 3-point between the ends of the outer Arc and the midpoint of the Line.] Mirror the resulting Arcs across the points, Move the new ones 10 units over, and draw the center Circle using MTP/M2P Object Snap, between the top point of one moon and the bottom point of the other, for its center.

* [To be truly accurate for a view of the moon, the inner edge would be an Ellipse rather than an Arc, and the outer Arc would not extend beyond its top and bottom quadrant points.]
