I use dual screens with palettes and tools on one. My own 'Workspace' is set up to dispay, among many other things, the Layers Palette and the Properties Palette. When I open Autocad, my workspace is displayed as it was saved with the tools and palettes I regularly use, except for the Layers and Properties Palettes. If I switch to '3D Basics' or another workspace and then back to my personal workspace, the Layer and Properties Palettes display as they should. Why will these two palettes not display on program startup?

Are they off and need to be turned on?
Or are they offscreen? For which you can use CUI command to bring them back into focus https://knowledge.autodesk.com/support/autocad/troubleshooting/caas/sfdcarticles/sfdcarticles/Palettes-will-not-display-in-AutoCAD.html

Remember to actively save your workspace after making any changes: WSSAVE command. Also look into using LOCKUI command too.

No. To repeat, if I load another workspace (such as 'Drafting and Annotation' or '3D Basics' and then reload my personal worksapce, the palettes load. This workspace has been repeatedly saved with the requried palettes on screen.

What is your AutoCAD version, which exact profile is being called when you start it up, was that profile saved with your desired workspace as the default (it should have been) with the palettes you wanted up (it should have been)?
is there a 3rd party add-on being used?
A custom acaddoc.lsp file loading or unloading items?

Simply starting AutoCAD doesn't tell us what else is starting or loading or unloading. Can you find out more?

Autocad Version is 2016.

Don't know how to answer your other questions:

In the Shortcut tab of the Properties dialog box, the Target is: ""C:\Program Files\Autodesk\AutoCAD 2016\acad.exe" /product ACAD /language "en-US"

The 'Start in' is: "C:\Program Files\Autodesk\AutoCAD 2016\UserDataCache\"

I don't see any profile. Can't find a comprehensible way to set one up in your Help.

No 3rd party add-on is being used.

Don't know what "A custom acaddoc.lsp file loading or unloading items?" means.
Bob Ross, MRAIC
Design Manager
[cid:image001.png@01D01AB2.150340E0]

1300 Epcor Tower
10423 101 Street NW
Edmonton, Alberta, Canada, T5H 0E7
Phone: 780.508.0209
Cell: 780.903.3251
Email: rross@qualico.com
www.qualicocommercial.com/edmonton
[cid:image002.png@01D1B29F.C7280D10]

________________________________

CONFIDENTIALITY NOTICE: This transmitted information is intended only for the addressee and may contain confidential, proprietary and/or privileged material.
So that means you are running a default Profile, one that's never changed since the day you installed AutoCAD.
In addition to other questions being asked by our fellow users, Is your custom workspace a recent addition? What changed from the day it worked to today when it's not?

No (answer to somebody's question - is this a new problem). I'm very confused by your process. I'm notified of a response by pendean one and a half minutes after I initially posted it. Pandean obviously didn't read my post and answered what he thought I asked.

Then I get an email from somebody nameless at Autodesk (I think), asking me questions I don't understand. I can't reply to the email, so the only way I can see to answer is to hit "Reply."

Then I get another email from somebody else at Autodesk (possibly) asking me if this is a new problem.

So, whoever reads this one (since I can only respond by hitting "Reply" to your no-reply email) : Not a new problem but how do I carry on an intelligent conversation with a no-reply email?

Bob Ross, MRAIC
Design Manager
[cid:image001.png@01D01AB2.150340E0]

1300 Epcor Tower
10423 101 Street NW
Edmonton, Alberta, Canada, T5H 0E7
Phone: 780.508.0209
Cell: 780.903.3251
Email: rross@qualico.com
www.qualicocommercial.com/edmonton
[cid:image002.png@01D1B2A8.CFD90050]

________________________________

CONFIDENTIALITY NOTICE: This transmitted information is intended only for the addressee and may contain confidential, proprietary and/or privileged material. This way you wont get confusing emails.

After that you can follow your question by logging into the forums and reading the thread. if you cant find it click on your username and view you latest activity and you should be able to see your question thread.

I haven't read every post carefully but if you are having a problem setting up your desktop shortcut to launch a specific profile, then this link might help you set the profile in your shortcut.

https://knowledge.autodesk.com/support/autocad/troubleshooting/caas/sfdcarticles/sfdcarticles/Startup-switches-for-AutoCAD.html

The command line switch you want is /p followed by your profile name enclosed in double quotes.

Even using the default profile, the layer palette returns in its last state for me (2015 AutoCAD MEP), Drafting and Annotation Workspace. Make sure your workspace settings are saved when you exit.
