using annotative blocks

we've got an issue with blocks, as I am sure others do too. I have uploaded a block of our power pole (PP). If I insert this block as/is, i can drag the text around using a grip. I would like to make this block annotative to where whatever my view rotation (dview) that it will appear horizontal. I can do that, but when I do, the grip for moving the text around is gone. Is there some way that I can redefine this block to scale/rotate based on the viewport, but also grip the text to move it out of the way? Any help will be greatly appreciated.

I am able to duplicate this behavior too with your block.My first thought is to do this with a dynamic block with a chained point parameter.

Here is a link to an older post that sounds very similar to this situation.
