Is it possible to create a form and just let another user input meassures

Hi everyone, i am new in the world of autocad. What i want to do is to create a form or shape, like a round emboss, and then just make it so that when another user opens it, he has to input a series of measures, such as external diameter, radius, etc., and the emboss would change to show those new meassures. I hope i am making myself clear enough for anyone to point me in the right direction, in what sould i learn abaout to make this possible.
