Are you running 32bit Windows? 32bit AutoCAD2018?
Have you already tried to increase the size of the virtual memory in Windows?
Do you only have 4Gig RAM or less?
How many background apps are you running?
What size DWG files are you opening?
If you turn off your anti-virus software, as a test, does the problem go away?

I am running 64 bit Windows and 64 bit AutoCAD 2018.

I have not messed with increasing the virtual memory, but the system is set at 1846 MB recommended and 21999 MB allocated.

I have 8 GB of RAM.

I am running 84 apps in the background

DWG size is around 4200 KB

Anti-virus software on or off doesn't seem affect it.

I have it.

it's going to look ugly but run Windows is Diagnostic Mode then start AutoCAD and try to replicate the problem https://knowledge.autodesk.com/support/autocad/troubleshooting/caas/sfdcarticles/sfdcarticles/How-to-perform-a-diagnostic-startup-in-Windows.html

if not, visit with your IT, something else is choking AutoCAD 2018.
