What are the DWGUNITS command settings in both the XREF file and in your top file? Do they match?

Does everything in the XREF measure correctly if you open it alone and measure something you know to be a specific size?

What is INSUNITS set to in your top file?

The scale factor that shows you AutoCAD is because the file 1 that you are inserting as an external reference has units "inches", while the file 2 where you are inserting has units "feet", what you must do to maintain them Units of referenced file 1 is to change the units of this file 2 to "inches".

To correct this, remove the reference 1, type the UNITS command in file 2 and, in Insertion Units, place "Inches", then reinsert file 1.

This way both files will have the same drive and the inserted file will not scale as mentioned by @pendean,

Thank you. However, it just happens with 1 file, other files are good (which also has unit feet), could you explain?

This happens when the file or template you select does not have the same units as the file or drawing you insert, just as it does when inserting blocks.

Maybe that one file that you mentioned had unconfigured the units and did not correspond,
