Please create a new PC3 file for this plotter. Show me your settings for the plotter as you set it up and I will try to help you figure out what might be happening. Since printing the PDFs on the plotter work to scale then the issue is likely in the plot settings for AutoCAD.

HPT90 Plotting issue (rel. 2017)

Whenever I plot an AutoCAD 2017 drawing to my HPT90 engineering plotter, the plot always comes out at 1/2 the target scale; e.g. 1/4" plot comes out at 1/8" scale on paper. My solution has been to first plot to a .PDF file and then send that to the plotter which then comes out at the correct (original scale). This was not a problem with AutoCAD 2016 and earlier releases; just 2017. I have not been able to find an updated driver for the HPT-90 plotter which corrects the problem. The .PDF solution does work, but is a hassle. Thanks in advance for any ideas.
