Is there a way to clip xrefs by volume using livesection just like model?

Livesection also works for xref. If the objects in your xref are non-model, you can just use CLIP command to clip these objects.

Don't know why it doesn't clip referenced files (both overlay and attach). Is there a variable to control that?

I've found different approach: DVIEW option CLIP front and back. I'm using it to display certain depth in layout viewport. It's good enough for my task.

Look for DVP.LSP in this thread. It allows you to pick two points, one for your eye (front clipping plane), and one for the back clipping plane. Then select a viewport for the "slice.
