I have 2 tables that read each other on a template. all field have number values (as an example). when i update text require all other values/fields update after i regen. when i copy the template on the same drawing (all work is on model space) it wont update to new values. is there a setting or system variable to change. Half of the drafter have no problem with the template.

I don't want to change profiles. too many drafter to do that

To better understand this issue where table fields are not updating, is it possible to attach your template and also make a quick Screencast video that shows your process?

Without seeing this I wonder if it is not better to store the data in a spreadsheet and use a datalink.

It appears that the formula is grabbing the specific cell in the specific table where the formula was originally created. You would either have to change the formula when you paste into a new drawing or I would suggest considering putting it all in one table which should eliminate the problem.

Are you all on exactly identical versions of AutoCAD? Does it behave differently if it is saved as a block and inserted into the drawing as opposed to using copy/paste?

You could set the pen color to 255,255,255 for the top part of the table. Did you try the INSERT method to see if behaves differently?
