1. You should always create 1:1 drawings
2. When preparing to print, you either create a layout with a viewport at a scale of 1:200, or create a title block larger than your drawing.

Select the viewport.
The current viewport scale will be shown at the bottom right of the AutoCAD window. Set a new scale there.

First of all I would run the UNITS command & properly change the following settings to match with Meters:

1. Length Precision should be set to 0.000 which would give you down to the mm measurement

2. Set the Insertion scale to Meters so that when this drawing is referenced or inserted into another AutoCAD would be informed that the drawing is using Meter units.

Next goto Layout1 and run PageSetup command & Modify the the following settings:

1. Change Paper Size to ISO Full Bleed A3

2. Change What to Plot to Layout

3. Set Plot Scale = 1:1

Next enter Pspace command & Zoom Extents. Now using Grips adjust the Vport to fit inside the A3 size sheet.

Enter Mspace command & Zoom Extents to see everything inside Model

Enter command Zoom Center and specify a point in the middle of the plan

For magnification enter 5xp this will give you Meter scale onto Millimeter paper units of 1:200

Zoom factor is calculated using formular: 1/0.200xp

Now you're ready to plot your drawing to 1:200
