autocad's point filter disabled by another program

WE have one user who is receiving an error message stating that " The Raster SNap feature is no longer active because a feature in another application has taken over AutoCAD's point filter." I have never seen this error message before. Does anyone know of any applications that may conflict with AutoCAD's point filter? This occuring in AutoCAD 2018 Windows 7 OS. We tried resetting his current profile and replacing his acad.cuix file to see if that would help but it did not. I have attached screen shots of his installed apps.

let us know which command was started that shows this message?
show a screenshot from the message
upload the dwg-file that shows the issue?

I presume that Raster Design is installed? What action is being done that is triggering this error?

I received this same message after attaching an aerial image.

I can't snap to the aerial image.

OSNAP still works on line work but not on raster.

@Anonymous You cannot use OSNAPs on raster images' "lines" in AutoCAD alone: do you have Raster Design installed? It is free with all active subscribers.
