<<<<<also, once created, is it possible to move that viewport on paper?>>>>>

Yes.

The Object option allows to create and clip a new viewport from an existing closed geometry - e.g. from a polyline.

As for manipulations - in paperspace (see the toggle in AutoCAD status bar), you move the whole viewport relatively to the paper sheet, while in modelspace (click inside the VP) you move the contents of the viewport.

Get familiar with the modelspace and paperspace concept. The source object for the layout view must be drawn in paperspace. And moving the existing viewport should also happen in paperspace (PS vs. MS - see the toggle in the status bar).

I created a circle and polyline object in paperspace then created the viewports using MV command. Notice the polyline needs to be a closed polyline which you can do from Properties or use the Close option when creating the polyline.
