Draw order not working.

Hi, i have recently up graded to Autocad LT2019 and I've had problems with draw order ever since, I've now down loaded a couple of service packs that has sorted out issues with hatching in dynamic blocks being wrong but now when i insert blocks or even add dim lines when i try to change the draw order to send one block beneath another nothing happens at all the function just doesn't work.

Confirm if the value of your TREEDEPTH is set to 3020.
