Linework has odd "Z" value and unable to Flatten

Hello,

I am unable to fix or flatten the linework in the attached drawing.

Very uncertain as to what happened.

can anyone fix it?

If FLATTEN doesn't work, you can try CHZ20.

I set UCS and PLAN to WORLD (or confirmed they were), twisted it around to have a look, then ran through PROPERTIES to confirm all "Z" items had a 0 (zero) entry for each object type: that made a difference? I did not think anything changed on my end.
