If I understand right, you are in a paperspace viewport, and you then select all the entities in modelspace, move them, and then you see that they have also moved in the other viewports on your other layouts.

That's how it's supposed to work. When you move the entities in modelspace, that will be reflected in every viewport.

If you want just that one viewport to show a different portion of the objects in modelspace, stay in paperspace on that layout, and use the grips to move the extents of that one viewport around. Or use the <stretch> command to move the viewport extents.

In AutoCAD 2016, this drawing has two Xref dwgs, one is clipped, and five layout views each with one rectangular viewport in the border. a different VPORT layer in layout 3. I want to reposition the view in layout 3. I dbl clk in viewport, click Move, select all crossing within the viewport, enter, click on base point, drag the view up afew inches, then click to paperspace. Then I check the layouts 1 & 2 and see that these have also moved. Why? Is this because of the xrefs or clip? Can it be changed?

Can it be changed?
No, nothing to do with xrefs or clips, just missing basic AutoCAD knowledge for Layouts&Viewports

>I want to reposition the view in layout 3.

Then: DoubleClick into the Viewport and use command PAN (or Zoom and so on, commands to change the current view)

>I dbl clk in viewport, click Move,

STOP! When you doubleclick inside a viewport, you are in MODELspace, if you change objects, for example the the position by MOVE command, cou change the objekts in your modelspace..

All Viewports are looking to the content of your modelspace and if you move an object, you will see it

in all viewports (when current view display this area)

>select all crossing within the viewport, enter, click on base point, drag the view up afew inches,

You don't "drag a view" axcept you would use the PAN command.

You talk about to edit your model!

Hi,

>> I want to reposition the view in layout 3. I dbl clk in viewport, click Move,

>> select all crossing within the viewport, enter, click on base point, drag

>> the view up afew inches, then click to paperspace. Then I check the

>> layouts 1 & 2 and see that these have also moved. Why?

Compare viewports with Windows. If you look outside your window you see a tree as your model.

If you use _MOVE to move the tree to your neighbors garden and then you open your second window you'll see the tree has moved, it is not anymore in your garden. Just because you look through another window (viewport) does not mean that the tree has then not moved.

If you want a different view in the viewport, as already mentioned her, you need PAN (and ZOOM), but not _MOVE!
