I'm afraid that's the best you can do and it looks pretty good to me. The drawing was probably (guessing here), never just "arcs" and lines. Even when the plot is just circles and when AutoCAD DWG->PDF driver is used, there are situations that AutoCAD can't interpret the plot as a circle, such as when the circle is very small relative to the plot, when the pdf is imported.

When I convert PDF to CAD, my CAD files consist of thousands of vertices and straight lines instead of intelligently creating arcs where necessary and minimising the number of points. How do I automate a CAD file from my PDF with minimal points?

The issue is probably on the DWG>PDF end, not the importing of the PDF.

When the DWG is printed to PDF, it depends on the driver and settings within, as how CAD objects are translated to PDF objects.
