Finding the center point of a circle touching another circle.

I have rummaged through the Web as my one and only resource of AutoCAD information, and also this forum to boot (somehow perhaps I did not describe the terms correctly, hence yielded no relevant results).
I need urgent help in how to make the arcs/circles touching other circles as highlighted in green.
My circle looks oversized but that is the correct dimension (23.87 mm is 0.38 in + 0.56 in)

Note that my drawing is in the unit mm and not inch.

Sure! Got the upper right hand arc correctly using the fillet. But for the left hand side? How to do it as I don't know how long is the tangent linehow to make the arc for the left hand side?
