Shift + right click osnap settings not working properly

For some reason whenever i try to shift > right-click to override snap commands on the fly, it won't select the hot key anymore. If i try to snap to center for example, when i press c after shift right click it does not snap to center but instead types a c into the command line. Does anyone know how to fix this? I do still get the osnap menu when i shift right click but even if i click the word "center" instead of using the c hotkey it still will not snap to center of an object unless i manually bring my crosshair to the center and get the pick point. It no longer snaps to center from touching the radius of the arc. Please help!

doing more research i have figured out that it works fine if i dont have a command already selected. if i try to snap a line to center it wont work. but if no command is selected and i just shift right click c it shows in command prompt its taking command. But if a command is selected it only types the c in command prompt

What is your SHORTCUTMENU (System Variable) set to? The default is 11.

it shows 27. I changed to 11 but still wont take. It happened earlier today when working and i never changed any commands so im not sure what is happening. I am using mechanical 2024 that has psnap if that makes a difference?

Have you found a solution to this issue? I'm now having the same issue and cannot use commands to my quickselect osnap menu. shortcut menu at 11.

This may be a last ditch effort solution because I've never seen or heard of this issue before, but I can only imagine how annoying this is, but if nothing else works you may want to reset your software to default settings. I'm using Civil 3D 2024, but you'll get the idea for AutoCAD:
