Beginner 2D autocad problems! Please help

Like what exact steps do I have to take? I know it is in the dimensions, annotations and modify but can't seem to find it.

And how do I make one angular dimensions go under while keeping the other angluar dimension above?

And is it possible to only change to 90 degrees from

And lastly,

how do u make the 10 by 10 center of the circle and make it right like this

when the angular degrees is this?

I tried the rectangular way but it didn't seem to work so would there be like an extension of a line and then drawing the center of the circle?

Hi,

You need to change the text alignment from "aligned with dimension lines" to "Horizontal" to achieve that.

You move only the text in any dimension to any location to suite you need. All you need to do is select the dimension and hold the text grip in dimension and you will see an option to only move the text.

The arrows of the angular dimension are shown outside because the text size is too big. You could manually pull the angular dimension towards the corner and you would arrows will go out. You could also choose "arrows" in the Fit option so that if there is not enough room for the text and arrow then the arrows will be moved outside.

To draw the circle, you can offset the two lines with the measurement ten and then drawing the circle from the intersection of the lines.

For that, the Offsetting and using the INTersection for the center of the Circle, as @vinodkl described, is appropriate, but to dimension them, you need the extension lines running in the same directions as the outline edges, and the dimension lines perpendicular to them, which theirs are not. For that, use the DIMROTATED command. When it asks for the angle of the dimension line, pick anywhere and then use PERpendicular Object Snap to one of the edges:

Then use the left corner [by ENDpoint or INTersection Object Snap] and the CENter of the Circle for the Dimension [the upper left one here -- do similarly setting the angle PERpendicular to the other edge for the lower left one]:
