CUI changes not taking effect

I used the CUI editor to make a change to the mouse button section of the ADT.CUI file, but the changes aren't taking effect. I shifted everything from buttons 5-10 into buttons 6-11 and put a new command into button 5. Afterwards though, buttons 5-10 still do the same commands as the original configuration. How do I get the revisions to become active? I notice I have two copies of ADT.CUI in different folders with different dates (...\enu\Support\ and ...\userdatacache\Support\). One is an old date, and the other is the day I made the revision. Do I need to erase the old one?

Would a better solution be to make these button changes in a partial CUI rather than modifying ADT.CUI? What would happen if a partial CUI has a different mouse button arrangement than the main cui?

I have two ADT.CUI files on the single computer in the folders mentioned in the original post. Regardless of which one I edited, it didn't have any affect. But I eventually found the problem. The solution was that I was modifying the mouse button area, but I wasn't technically using a mouse. I was using a tablet and hadn't noticed there was a similar "tablet buttons" area in Legacy devices. When I moved my modifications from "mouse buttons" to "tablet buttons" they all worked.
