I want to create a multiline hatched with solid like this :

it's difficult to use array every time

well. here is no thin border on the top and bottom but it is very close to what you want
just use dashed polyline and global width in property palet

Yes but its not what i need

without borders it's mean another thing that why i need milyline withe borders

Not an option with MLINE command (in case you haven't figured it out from the lack of responses that do what you want). You might be able to fake with a bunch of very close dashed lines between the solid outer lines (they won't like up perfectly though).

OR the single middle line is assigned a color that your CTB plot style table will print as a thicker line to give you that effect.

Start experimenting.
