Is anyone else having issues where your tool bars are locating themselves just off the screen far enough so you can't move them or access all the tools? I was gone on vacation for a week and this is what I came back to.

Have you tried selecting your workspace again to see if that fixes your toolbars?

do you maybe mean the AS toolbars? This problem sometimes appear if the xml fiel was not wrote correct. In my case: sometimes by having to much version open or a crash.
It's easy to repair:

Close AS

delete the ASSettings.xml int he path of Advance Steel:

C:\ProgramData\Autodesk\Advance Steel *installed version*\*installed location*
For example AS2021 international: C:\ProgramData\Autodesk\Advance Steel 2021\INT

You could also open the ASSettings.xml and have a look for the palette and often you will see a negative high value like -32000 --> just change it to "0" and it will also be in place
