&lt;P&gt;Civil 3D 2018 uses the most current DWG-format, so it should be able to open DWG-files (at least the ones saved with AutoCAD or Civil 3D).&lt;/P&gt;
&lt;P&gt;Can you please upload the dwg-file so I can try to open that file?&lt;/P&gt;

      <description>&lt;P&gt;Ask whoever you got the file from which program &amp;amp; version they used to create it. Civil 3D is not backwards compatible (2017 cannot open files created in 2018, etc) and so it has probably been created in C3D 2019. You&amp;nbsp;should be able to use trueview (&lt;A href="https://www.autodesk.eu/products/dwg/viewers" target="_blank"&gt;link&lt;/A&gt;) to view the file and to convert it to a version you can open in C3D 2018 - but you may lose some of the Civil 3D information (as far as I know Trueview only converts to plain autocad - so intelligent objects get converted to geometry).&lt;/P&gt;
&lt;P&gt;You can get a 30-day trial for C3D 2019&amp;nbsp;&lt;A href="https://www.autodesk.com/products/civil-3d/free-trial" target="_blank"&gt;here&lt;/A&gt;&amp;nbsp;if that is the product it was created in and you need the C3D information&lt;/P&gt;

      <description>if I see the properties of the file, user created the file using Autocad&lt;BR /&gt;2011, but if I look at the code of the file by opening it in notepad it&lt;BR /&gt;says AC1032 which means file should open in Autocad 2018 but that doesn't&lt;BR /&gt;work either.</description>

      <description>&lt;P&gt;1. Can you open it with plain AutoCAD (if you have access to a copy)&lt;/P&gt;
&lt;P&gt;2. Can you open it with either Autodesk's online viewer or trueview?&lt;/P&gt;
&lt;P&gt;If the latest version of trueview can't open it, you might have a corrupt file. Try command RECOVER on the drawing. If you still have no success, ask whoever you got the file from for a version that you can open OR if it's not confidential information, post the file here for people to look at.&lt;/P&gt;</description>

      <description>&lt;P&gt;Is this on the online viewer? if you click to continue without the .shx file can you see anything in the file?&amp;nbsp;&lt;BR /&gt;The .shx file is for linetypes so some of your lines may not display properly but at least you will be able to see if there's anything wrong with the file&lt;/P&gt;</description>

&lt;P&gt;From what I see in your second post:&lt;/P&gt;
&lt;P&gt;If the file was created with AutoCAD 2011 then you should be able to open it with your Civil 3D 2018&lt;/P&gt;
&lt;P&gt;Also the file header starting with "AC1032" points to a filetype you should be able to open with your Civil 3D 2018&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;So what happens now when you open that file with Civil 3D 2018?&lt;/P&gt;
&lt;P&gt;If you get the message "incompatible version" (according to your screenshot in the first post) ... then I guess you don't have Civil 3D 2018 ==&amp;gt; please start your type of AutoCAD, start command _ABOUT and show us a screenshot from that dialog&lt;/P&gt;
&lt;P&gt;If you get the message that SHX files are missing, then you might see wrong fonts, maybe some characters are missing in your text-like objects, you might see incorrect linetypes .. but the drawing should be loaded and visible!&lt;/P&gt;
