You can lower the overall strength of the tool with "Strength %" value via Transform Conform Options. (See attached) It's at 100% by default.

I'm having trouble with the Relax Conform Brush - it has such a strong effect, really moves the verts a lot, even if I lower the strength to 1 and the conform to .001 and Falloff to very low.

Is there a way to have it relax the mesh just by very small increments?

It is so severe.

Maya's Sculpt tool is much gentler.

Thanks for your help and sending the screen grab. I found another way too,

with shift+alt+left mousebutton, you can lower the strength and with ctrl+shift+left mousebutton you can change the size of the brush, which also affects the strength of the effect.
